Ms. Singleton has over thirty years experience in Mortgage Banking, Federal Regulatory Compliance and Redevelopment Project Management. She has worked with the Division of Housing and Community Development (HCD) for nineteen years. Since 2005, Ms. Singleton has managed the City’s complex redevelopment projects, including monitoring of contracts, project expenditures, and developing funding strategies. She also interfaces with developers, consultants, community groups, government entities, city officials, boards and agencies.
Prior to 2005, Ms. Singleton administered all compliance, federal regulatory and monitoring requirements associated with all federal grants programs and any other State grants received by the City of Memphis through its Division of Housing and Community Development. Also during her tenure with the City, Ms. Singleton managed the City’s loan portfolio funded by federal, city and private sources and tracked all program income. She assisted in the establishment of the Project Review and In-House File review process, serves on the Loan Committee and chaired the HCD Project Review Team. Before joining the City, Ms. Singleton worked for over twenty years as a private mortgage banker responsible for the origination of residential and commercial mortgage loans, collection and tracking of all portfolio income, accounting, reconciliation, investor reporting, federal compliance and personnel management. She also participated in underwriting and approval reviews for all construction projects, marketed mortgage loans on the secondary market and performed quality control reviews.
Ms. Singleton attended the University of Memphis and St. Agnes Academy here in Memphis. She is certified by the National Development Council as a Housing Development Finance Professional and an Economic Development Finance Professional.
